Medium-scale productions are possible with the Dubai Film Commission (DFTC) issuing permits, although they are not a union and generally follow rules of the government, which can make process a bit slow. Dubai was active jumping back into production ‘unofficially’ in May and back to nearly full response by June. Airlines have opened (with a test submitted 48 hours before travel) to encourage business back to the region. Saudi restrictions have loosened but not as much as Dubai (which is the hub for GCC)
